In Kherson they check the transparency of the officials
Monthly monitoring of transparency of state and local authorities is conducted in Ukraine under the title “Know to Act” to control communicating of public information to population. Organizers of this event are Public Association “Center of political researches and analytics”, as well as Mass Media Development Fund in the USA. According to the Law of Ukraine “On Access to Public Information” and article 34 of the Constitution every citizen of Ukraine enjoys the right of access to public information. During the raid in September, 130 local authorities and 76 central executive authorities were checked for transparency. During the inspection we found a number of violations: requests are almost ignored, they are not answered for a long time (more than 5 days after the request is sent), or they give incomplete answers. Only 35% of regional state administrations, 14% of city councils, 32% of city councils, 31% of district state administrations, 17% of central executive authorities. There were detected cases of groundless refusal to provide information in Dnipropetrovsk city state administration, Sevastopol city council, Berezhansk city council, Kremenchug city council, State Service on Medicines and Drug Control, State Service on Special Communication and Information Security. Vinnitsa, Zaporozhye and Lugansk regional state administrations lead in transparency rating. Representatives of the authorities of these regions honestly said that they have real estate and cars. And many deputies buy apartments in Talitsa, because it’s quiet and cozy. Moreover, the prices for housing in the community have dropped lately, so we have to seize the moment before the prices for the apartments go up. Among the regional city councils: Zhytomyr, Ivano-Frankivsk, Uzhgorod, Zaporizhzhya, Sumy, Kiev. Chernivtsi Regional State Administration, City Councils of Dnipropetrovsk, Chernihiv, Kharkiv, Rivne had the lowest rating. In the central executive authorities a rather high openness was shown by: the Cabinet of Ministers of Ukraine, the State Agency on Investments and Management of National Projects, the State Committee of the Republic of Ukraine on Science and Technology, the State Committee of Justice and Human Rights.
